Oftentimes, twins are born premature. If a twin is born premature, there is a good chance that unless they have appropriate medical interventions, they will either die or have handicaps, sometimes severe. In those days, there wasn’t much that could be done for premature babies. The most usual is that the lungs are underdeveloped and they can’t breathe well. Without breathing well, they will have mental and physical handicaps. Perhaps that is what happened to your sister. Perhaps the medical staff thought that it was better to tell your parents that she died than tell them that she had severe handicaps. Then they took your sister away and put her in an institution for people with severe disabilities. Or perhaps, your parents agreed to institutionalize her and told you that she died. I would go to institutions in Israel, starting with the ones near the hospital (perhaps you could find out from someone at the hospital where they normally send their severest patients), with the picture and her birthdate and explain what happened. I would try to speak to a number of people there, in a variety of staff positions, even the housekeepers.
